In the central plains of northern China, Baigou New Town in Baoding, a small town with a permanent population of less than 300,000, has gained global fame for its bag industry and is known as the "Capital of Bags in China". Over the past five decades, Baigou has undergone a remarkable transformation from initial street-side manual production to the establishment of a complete industrial chain cluster, and now is moving towards a new stage of high-quality development characterized by branding, intelligence, and internationalization. This evolution has formed a clear three-tier growth structure, making it a vivid example of the transformation and upgrading of county-level characteristic industries in China.
Foundation: Starting from Street Stalls, Building a Complete Industrial Chain Ecosystem
The bag industry in Baigou began in the late 1970s. At that time, a group of artisans who sewed seat covers for bicycle factories in Beijing and Tianjin noticed the demand for bags and started small workshops at home, using simple sewing machines to make handbags and school bags, which they sold on the roadside. This grassroots beginning sowed the initial seeds of Baigou's bag industry.
In the 1990s, with the explosive growth of market demand, the Baigou Bag Trading City was built and put into operation. Scattered merchants began to gather, and raw material suppliers and accessory factories from the surrounding areas also moved in, initially forming a "front store, back factory" model. By the end of the 1990s, Baigou had become the largest bag production and sales base in northern China, with over 50,000 employees.
Today, Baigou has established a complete industrial chain covering raw materials such as leather, zippers, and hardware, as well as design and development, processing and manufacturing, product quality inspection, warehousing and logistics, e-commerce live streaming, and international trade. It has over 35,000 bag production and sales entities, linking 13 surrounding provinces and driving employment for nearly 3 million people. The annual production of bags reaches 800 million, with a domestic market share of nearly 30%, and products are sold to 195 countries and regions around the world.

Transformation: Breaking through the Low-End Market, Moving towards the High Ground of Intelligent Manufacturing and Branding
The extensive growth model has brought about the "three lows" - low-end, low-price, and low-quality - with the profit of an ordinary handbag being only a few yuan. Facing the pressure of homogenized competition and market upgrading, Baigou has embarked on its second growth phase, making a leap from "manufacturing" to "intelligent manufacturing" and "branding".
Quality is the cornerstone of transformation. In 2003, Baigou established a quality supervision and inspection station for luggage and bags, implementing a strict quality access system. The government introduced brand cultivation policies, and local brands gradually emerged. In 2010, a 2,000-mu luggage and bag industrial park was put into operation, with automated cutting and intelligent sewing equipment replacing some manual processes, significantly enhancing production efficiency.
E-commerce and innovation have become the two wings of transformation. In 2018, a 100,000-square-meter e-commerce industrial park was put into use, integrating supply chains, logistics, and live-streaming resources, enabling Baigou's luggage and bags to reach consumers across the country through platforms like Taobao and Douyin. At the same time, R&D investment has been continuously increased. Currently, Baigou has 39 municipal-level or above R&D institutions, with 1,477 valid patents. Innovative products such as eco-friendly material bags, solar charging backpacks, and smart lock suitcases have been frequently launched, and large international orders have been secured at the Canton Fair.

Soaring: Crossing Borders to Build a Global Hub for the Bag Industry
Against the backdrop of a saturated domestic market, the Baigou bag industry has embarked on its third growth spurt, shifting from a focus on domestic trade to a dual circulation model of both domestic and international trade, and accelerating its integration into the global market.
The implementation of the market procurement trade pilot program has opened up a convenient export channel for small and medium-sized enterprises. In 2024, the export volume of Baigou bags increased significantly, with a cumulative export value exceeding 7 billion yuan. International road freight services now directly reach destinations such as Almaty and Vietnam, and customs clearance procedures have been continuously simplified. Former OEM enterprises are now actively expanding into international markets with their own brands, attracting a steady stream of buyers from countries like Pakistan, the United Kingdom, and Russia.
The geographical advantage adds further impetus. Baigou is adjacent to the Xiongan New Area, leveraging the talent, technology, and international influence of Xiongan to further enhance the internationalization of the industry. Meanwhile, Baigou is planning to build an international bag design center and exhibition center, aiming to become a global hub for bag trend releases and procurement.

The three-stage growth of the Baigou luggage industry belt is not only an industrial miracle of a small town, but also a microcosm of how traditional Chinese manufacturing has achieved high-quality development through adhering to the real economy, innovation-driven strategies, and open cooperation. From roadside stalls to the world's luggage capital, every step of Baigou's leap forward has documented the resilience and vitality of Made in China, and has also provided a reference for the development of more county-level characteristic industries.
